Windows\System32\credui.dll error

When launching Windows 7 I get the following error message. 

C:\Windows\System32\credui.dll is either not designed to run on Windows or it contains an error.  Try installing the program again using the original installation media or contact you system administrator or the software vendor for support.

What does this mean and how do I fix it?  I'm running Windows 7 in Parallels on a iMac.  I tried installing Windows 7 again in a new Parallels machine or partition.  It installed, but QuickBooks runs extremely slow on the new machine.  I really need to fix the original. 

How do I install on the original machine?  Will install fix the corrupt file automatically?  Is there another solution?

    I understand where you're coming from, but seems to me that it will be a lot easier if you just perform a clean install of Windows 7 on your computer, this will surely fix all your issues.

    With that said, don't forget to create a backup for your important files.

    This did not work.  It says the System32 wasn't there.  I can't get Administrator prompt.  Do I have to delete the whole Windows 7 program and start over?  I don't want to this.

    Try running your system in Clean boot then check if same thing will happen, you can also follow the instructions given by MVP ZigZag143 in thislink to run the system file checker to replace any possible corrupted files on your system.
