Hmm, neither of those seem to have worked. Something I forgot to mention was that awhile back i upgraded to windows 10. After not liking it, I wanted to downgrade back to 8.1. In order to do this though, I vaguely remember renaming something in either files/services to make it work, although i don't remember exactly what as that was a long time ago. I'm currently looking towards a reinstall of windows and all files from Update and recovery, of which i'm hoping would work. Thanks for answering though!
.Net Framework - No "because the Windows Modules Installer Service is not available on this computer."
When trying to install any .Net Framework version (recently tried 4.7) gives me the warning the Windows Modules Installer Service is not available on this computer. When i go through anyway, it fails and says the parameter is incorrect. Has been happening for 2 or so years now.

The warning "Windows Modules Installer Service is not available on this computer" can occur if the Windows Installer was not correctly installed.
Have you recently installed some updates or programs prior to the issue?

If the issue continues, kindly refer to this support article that outlines three methods you can perform to resolve the issue.
