Issue with duplicate/extend screen function Windows 7

Have a laptop running Windows 7.   We can use HDMI or VGA to attach to a projector.   We use Fn F7 to duplicate or extend the screen, and normally that shows the image on both the laptop AND the projector.

Today, when I choose duplicate the image stays on the laptop but I get a plain blue desktop background (no icons) on the projector view.

If I click extend, I see the image on the projector and the plain blue desktop background (no icons) on the laptop.

Am hoping this is an easy fix - and there's a setting I haven't figured out yet.   Have been reviewing boards - there are similar questions posted, but not exactly the same. 

Can anyone recommend a fix?

    Did you make any changes on the computer? Like system update in any sort before you use HDMI or AV cable? What's the brand and model of the device you're using?
