Server 2016 rdp customize start menu

Question

Hi, 

I can't see to get rid of folders like windows powershell and windows system on a server 2016 rdp machine.  I went into C:\ProgramData\Microsoft\Windows\Start Menu\Programs and deleted the folders but they still show up when a new user logs in, we don't want normal users to see those options.  Any help would be appreciated.
