It is possible that the file ownership has changed or the file is encrypted that's why you're unable to delete it. For us to efficiently assist you, we would like to ask a few questions:

The ownership of the file was never in question. Labeled "trusted installer" regarding ownership aka Microsoft.
I managed to take ownership of the folder and have managed to delete the file "Deleted" using 3rd part software "Revo uninstaller" and "CCleaner" but you lot need to realize that Forza Horizon 3, which once purchased is essentially a Windows application,
is creating 50+Gb shadow copies of the original 50+Gb game files. Which if i was not rather proficient in IT i would have been unable to remove.
You really need to get your act together regarding the application in question considering the multitude of problems associated with Forza Horizon 3, not you personally, but whatever team or division that is in charge.
