I had to uninstall a program and install it again and then it started to work again!

I got an box with the information:
Do you want to allow the following program to make changes to this computer?
Program name: Run a legacy CPL elevated
Verified publisher: Microsoft Windows
Program location: "C:\windows\system32\runLegacyCPLEleShell32.dll,Control_RunDLL
"C:\Windows\System32\XWAYMgr.cpl"
Yes No
When I make the choice "Yes" I got the new information if I should go online to troubleshoot or close the program. This is an offline computer so I can´t choose online trouble shoot.
This started after we deleted some other user accounts, what should I do?
