I'm not familiar with that error code. 

Perhaps you are seeing  error code 0x8007139F?

If so see the following - - -

That is typically (but not always) a transient error that is sometimes accompanied by a strange sounding message that “the group or resource is not in the correct state to perform the requested operation.”

Restart the computer and that should fix it though some users report a manual update of Windows Defender followed by a restart may also be required.

Alternatively - - -

Some users report seeing this error if any third party antivirus programs (or remnants of any previous security programs) are still installed on the computer.

and be sure you run the appropriate software removal tools for any other antimalware program that may have been on the computer...you'll need to reboot the computer after doing so: List of anti-malware product removal tools
