    Hi Ben,

The error code0x80070013that you're experiencing usually happens due to corrupted or missing system files. We suggest that you download and run the Windows Update troubleshooter as it can help identify the root cause of the issue and provide the appropriate fix for it.

Additionally, Windows Update usually needs to restart the computer to apply the improvement and fixes included on that update. We recommend installing the latest updates to your computer first before performing a scan or test for malicious software tool. This is to prevent the computer from suddenly restarting while you're still performing the scan for the security of your computer.

We'll wait for your response about this matter.

Considering that the issue persisted after running the troubleshooter, we recommend performing an In-Place Upgrade. In doing so, it will patch or repair possible corruption that your system encountered without deleting any of your important files.

Kindly watch this video for a step-by-step guide on how you can perform an In-Place Upgrade. Here is the link for the ISO file that you will need for the process.

Let us know the outcome so we can provide further assistance if needed.

Windows Update Troubleshooter says that it fixes 3 problems; but, the error repeats. It will Get Windows ready,  then say that it can't complete the updates. It then Undies ALL Updates! Very time consuming! Back to Square 1!
