WIFI ICON WRONG

My WIFI icon is displaying the wrong signal strength, on restart after uninstalling the drivers for the TPLINK network adapter I get an accurate signal strength, almost full with my neighbour's WIFI showing also. After connecting to my home network it drops to one bar and occasionally cuts out altogether, it does not pick up my neighbours either. I can set my phone to mobile hotspot and put it right next to the PC, the signal strength is not what it should be and stays around 2 bars.
I do not think it is the adapter, I have let it sit for a prolonged period before connecting to my network and it consistently displays a strong signal for me and those networks around me. I think this is a problem with the way windows os interpreting and displaying the information on signal strength and have seen similar posts with the same or similar problem. The problem I have is that if windows think I have no signal it is cutting out my internet.
I have unplugged, uninstalled, updated and ran ethernet... nothing works. I
still get the correct speed when I speed test but if this drops one bar it cuts out altogether.
