Surface Pro error: File:\BCD Error code: 0xc000014c

On loading my Surface Pro I get the following message

Recovery Your PC needs to be repaired

The boot configuration Data file is missing some required information

File:\BCD  Error code: 0xc000014c

You’ll need to use the recovery tools on your installation media. If you don’t have any installation media (like a disc or USB device), contact your system administrator or PC manufacturer.

Press the Windows Key for UEFI Firmware Settings.

First of all I tried to press the windows key and nothing happened.

Secondly I followed the instructions to format the USB to FAT32 and then loaded the windows exe file so that i can load off the USB

Thirdly I then loaded the Pro and it came up with 6 options - Trusted Platform Module (TPM), Secure Boot Control, Configure Alternatate System Boot Order, Advanced Device Security, Device Information and Administrator Password.

Fourthly, I selected Configure Alternative System Boot Order but this is where is run into a problem as everything online says change it to SSD > USB but all the options that I can select from actually go the other way e.g. USB > SSD.

Even if I select USB > SSD it still doesn't boot off the USB. When I click exit setup and save setting it just goes back to the same blue screen with the message above.

Can anyone see where I am going wrong or have any tips?
