What I would do if you haven't yet is manually install Fall Creator Version 1709 by installing Media Creation Tool and choosing to Upgrade Now. http://windows.microsoft.com/en-us/windows-10/m.... This the most stable method to upgrade to the new version (which you need anyway) and will bring you fully up to date with reinstalled Windows that often will solve any other problems you have.

You can use the same tool to download the ISO or create bootable media so you only need to do it once, and have the bootable media for repairs or possible Clean Install.

If there are any hurdles during the Upgrade see these steps to optimize the install as this is evidence it's corrupted: http://answers.microsoft.com/en-us/windows/wiki...

But remember that a factory or Upgrade install are inferior installs that most enthusiasts would never run in the first place because they'd expect endless issues. Most prefer to do the gold standard Clean install from this link which has had no reported issues: http://answers.microsoft.com/en-us/windows/wiki...

I hope this helps. Feel free to ask back any questions and let us know how it goes. I'll keep working with you until this is resolved.

Please answer ALL of the following [admittedly tedious] diagnostic questions by number, preferably without quoting my post:

    1. When (approx. date) did you purchase the computer?
    2. Did the computer come with Win10 preinstalled, did you do a clean install of Win10, or did you upgrade a Win7 computer or a Win8.1 computer [<=PICK ONE!] to Win10?
    3. Who manufactured the computer (e.g., Dell; HP; Acer; Lenovo; ASUS)?
    4. Has a Norton application or a McAfee application EVER been installed on the computer since you bought it?
    5. Have you ever run the Norton Removal Tool and/or the McAfee Consumer Products Removal Tool?
    6. What Version & OS Build of Windows 10 is currently installed?

    • Press & hold the Windows Key and press the R key. In the RUN dialog, type WINVER and press the Enter key.

    ================================================

Marking one or more replies as ANSWER at any point will officially close (end) your thread, whether your problems have been resolved or not. HELPFUL votes very much appreciated at anytime. Thank you.

I'm Greg, a volunteer and 8 year Windows MVP here to help you. As I'm an installation specialist I will always look at the underlying quality of the install which is what's most important in Windows 10, so please consider all the choices I give you here:

Make sure your date and time are precise at right end of task bar. You can right click it to change the date/time if necessary, sometimes correcting the time zone first will resolve it, and you may need to temporarily turn off Auto time check and zone to get it to manually set via the Change button.

Go over this checklist to make sure the install is set up correctly, optimized for best performance, and any needed repairs get done: http://answers.microsoft.com/en-us/windows/wiki...

But remember that Factory or Upgrade installs are inferior installs which most enthusiasts won't even run because they'd expect endless issues. Consider doing the Clean Install in this linkl which compiles the best possible install that will stay that way as long as you stick with the tools and methods given: http://answers.microsoft.com/en-us/windows/wiki...

There is also an automated Refresh that reinstall WIndows but sheds corrupting factory bloatware, saving your files, but doesn't clear the drive to get it cleanest: https://www.howtogeek.com/265054/how-to-easily-...

I hope this helps. Feel free to ask back any questions and let us know how it goes. I will keep working with you until it's resolved.
