Power BI Shape Maps Problem

Hi,
I am working on an internal PBI map to depict different business regions. These regions have been defined by my company and either contain multiple US states or different cities across different states.
For eg:
Region 1 (Dakotas): South Dakota, North Dokota
Region 2 (Bay Area and Northwest): SJ,SF, Portland, Washington
Region 3 (Southwest): LA, Arizona

I created the required KMZ file, then geoGSON file and then Topo JSON file.
However, when I open this file in PBI, it does not recognise that the three regions have been defined in the US, and the corresponding USA area.
It only shows be the states.
How could I resolve this issue?
