Are you using a mouse on a laptop without disabling it's touchpad? This causes cursor jump known as palm drag. It is resolved by installing the latest touchpad software from the PC's Support Downloads web page, then finding the setting in Settings > Devices > Touchpad (or Additional Settings on the Mouse Properties on the last tab for touchpad settings) to disable touchpad when USB device is attached.
If you are using only a touchpad then update the touchpad software from the PC's Support Downloads web page.
If you're using a mouse, then in Device Manager reached by right clicking the Start button, choose the Mouse device, on Driver tab choose Roll back or Uninstall, restart PC to reinstall driver.
Does the mouse do the same on another PC? Try resetting the mouse from button on bottom.
