I'm Greg, a volunteer installation specialist and 8 year Windows MVP, here to help you.

Are you choosing the Picture choice from the dropdown menu at Settings > Personalization > Lock Screen, and then browsing to the picture to select it?

If so and it still changes then you can find out how to manage the folder where these are stored here:

I hope this helps. Feel free to ask back any questions and let us know how it goes. I will keep working with you until it's resolved.

Are you connected to the Internet? Because they are dynamic images sourced from Bing.

Open Start > File Explore > This PC

Select the View tab then check Hidden Items

Copy and paste the following into the address bar

    %USERPROFILE%/AppData\Local\Packages\Microsoft.Windows.ContentDeliveryManager_cw5n1h2txyewy\LocalState\Assets

Right click settings.dat and roaming.lock each,

Rename each respectively settings.dat.bak and roaming.lock.bak

    Restart your computer

Open Settings App > Personalisation > Lock screen > click in the 'Background', list box then choose Windows Spotlight.

    Other things you can try.

    Open Start, type: regedit

    Right click Regedit

    Click Run as administrator

    Navigate to the following key

    HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\Authentication\LogonUI\Creative\S-1-5-21-826134325-3229497062-2753576501-1001

this will be your first user, if you got more change on all of them:

    Double click LockScreenOptions

Change the Value data to 4

    Click OK

    Exit the Registry then restart.
