Surface pro program window default to maximize and can't change

I just bought a surface pro, 2017 version, OS windows 10. whichever program I open it maximizes, and I can only minimize it, can't resize the window by dragging....how do I change the size of a program window? this including edge, chrome, windows explore folder view, and many other

some programs like webchat however pop up to a small window, can't enlarge....

    Thank you for the update. We suggest that you try to use a different user profile for us to check if you will still get this issue. If you don’t have another user profile, you can create a new one by following the steps provided on this article.

    hi John thanks for getting back - it's a new machine and I don't recall making any change to the system...there's no error message. and as a matter of fact not sure if it's any error - it looks like a setting issue...

    This issue might be caused by system conflict. For us to know more, please answer the following:

    • Were there any recent changes made prior to the issue?
    • Are you getting any error messages or pop-up message?

    In the meantime, we suggest starting your Windows in safe mode. Safe mode will start Windows in a basic state, using a limited set of files and drivers. This will help us troubleshoot issues that your PC is experiencing.
