Windows 10 update loop

My desktop is in a reboot loop.  

Install Windows box that reads

Windows could not complete the installation.  To install Windows on this computer, restart the installation.

I cannot boot in safe mode or anything.  All i can do is get into my BIOS and it can't help me.  I need help.

    Am I supposed to let it get back to the above screen then turn it off or 3 turn ons and off quickly?  So far it hasn't changed anything.  Plus, I push f8 and it gives me these options. 

    I push Windows Boot Manager, and nothing.

    Well, I got it to Advanced Recovery mode and have it do a reset computer.  This is the result.

    Now what?

     Still the custom install?

    OK, you will have to try to perform a custom install:

    Go to a working computer, download, create a bootable copy, then perform a clean install.

    Power on and off your computer three times

    On the third time, your computer will boot into the Advanced Recovery environment

    Click Advanced Options

    Click Troubleshoot

    Click Reset this PC

    Click Keep my files

    Choose your account

    Enter your password

    Click Continue

    Click Reset
