The problem was the Windows Defender
Finish the ISUSPM of the task manager and delete the folder where the .exe was located, remove the Windows defender so that it does not run when starting the PC and reboot the PC and go, problem solved

Tengo un problema con el software ISUSPM, si no lo estoy usando no tengo Internet, el software se inicia cuando enciendo la PC y hasta que no se enciende no puedo usar Internet, si termino la tarea no tengo Internet de nuevo hasta que se inicie, intente eliminar la carpeta o eliminar el software, pero si lo hago simplemente no tengo internet, en pocas palabras lo necesito si o si para usar internet, la cosa es que antes no lo tenía, vuelva a instalar el sistema operativo debido a problemas de espacio y ahí es cuando comenzó el problema

Great glad it is solved and that is more useful information for people to use. Thanks for letting me know how it was solved. Seems Defender must be locking those files. I marked this answer as helped so maybe the moderators will mark as an answer and more people may be helped by this.
