Powershell and Taskbar unclickable

Hello, I recently have my taskbar unclickable and I've tried various ways to fix it, (such as refreshing windows explorer, restarting PC) It fixed once after restarting but after I shutdown the problem arises again. Everything is unclickable except my applications on the taskbar and the Hidden Icons tab. I tried to use the powershell method but powershell opens and appears on taskbar but doesn't appear on screen.

    As for creating a new profile, If i have to move all my personal data and files, will it take long? (Like games having to re-download and such)

    My internet speed is really slow so it'd be a bummer if I had to re-download everything.

    Try and create a new profile and see if the new profile has the same issue.

    The CMD seemed to work now, I've done it before and it didn't seem to fix but thanks for suggesting for me again!

    This maybe an issue with a system file being corrupt.

    You can try a couple things.

    Right click your start button and select Command prompt (Admin) to bring up elevated Command prompt.

    In Command prompt type sfc /scannow and press enter.

    Restart the computer.

    If that doesn't work then try this,

    Right click your start button and select Command prompt (Admin) to bring up elevated Command prompt.

    In the Administrator: Command Prompt window, type the following commands.

    Press Enter key after each command:

    DISM.exe /Online /Cleanup-image /Scanhealth

    DISM.exe /Online /Cleanup-image /Restorehealth

    Important: When you run this command, DISM uses Windows Update to provide the files that are required to fix corruptions.

    To close the Administrator: Command prompt window, type Exit, and then press Enter.

    Restart your computer.
