Error Code 0x80070043 Network Name Cannot Be Found, but this is on a local drive

I am attempting to install an application where all the install files are located on my desktop, yet when I attempt to run the install I get the following error (see image)

This error occurs regardless of where I place the install files (desktop, AppData temp folder, root of C drive, new folder off of root of C, etc.)

Any help would be wonderful!

Booting into Safe Mode, then emptying the %temp% folder will probably clear the error condition.
