Try resetting Windows 10 updates using an automatic script. See:

For a couple of weeks now, I have been getting an error when using windows update to update a SP4. They are both security updates.
• Security Update for Microsoft Visual C++ 2005 Service Pack 1 Redistributable Package (KB973923) - Error 0x80246003
• Security Update for Microsoft Visual C++ 2008 Redistributable Package (KB973924) - Error 0x80246003
So, why? You would think that a MS product wouldn't have any issues downloading a MS update, but these seem to happen.
Are there any solutions? I have used bing to find solutions, but alas, there are none.
Any help would be appreciated. Thank you!
