Since you've mentioned that your computer is running the version 1703 build 15063, here are the steps in order to use Photoshop as the default program for all photo formats, you may follow these steps:

    1. Click Start and select Settings.
    2. Click Apps.
    3. Select Default apps.
    4. Scroll down and click on Set defaults by app.
    5. Choose Photoshop from the left pane, under Set your default programs.
    6. Click on Choose defaults for this program.
    7. Select JPEG and JPG by putting a check mark on the box before them**.**
    8. Click Save.

Let us know if you need any other assistance.

How many times must I say that Adobe Photoshop (or just Photoshop) does notappear in the left pane or anyplace I look when trying to set Apps? How about screen shots of where it should be:  (if necessary I can post screenshots of the entire list, but, perhaps you'll believe me when I say it does not appear)   Please Note : Adobe Photoshop 2018 is properly installed and works fine.

When selecting an application to set as the default program, this option (see picture) should appear:

Since this option is not available on your computer settings, let's follow these steps:

    1. From your desktop, or inside a folder, right-click a photo.
    2. Select Open with and click Choose another app.

    1. Select Photoshop from the apps listed and put a check mark on Always choose this app to open .jpeg files.

    1. Click OK. This way, Photoshop will be the default program when opening ,jpeg files.
    2. You may perform the same process for .jpg files.

Let us know if you have further clarifications.

There is no Default Apps option under System

When I go to System---->Apps I can choose:

Choose default apps by file type

    or

    Choose default apps by protocol

    or

    Set defaults by app

In none of these am I given the choice of Photoshop.
