Strange security permissions

Several files have read and execute permissions for the following:

S-1-15-3-1024-3635283841-2530182609-996808640-1887759898-3848208603-3313616867-983405619-2501854204

I have seen other threads asking this same question, they inevitably die out and are moved to other areas with the following message:

***Post moved by the moderator to the appropriate forum category.***

There is no link or indication which "appropriate forum category" they are moved to, but this is pretty far from transparent.  

Yes, clean installed, the thing comes back.  Have run complete defender scans, and 3rd party (bitdefender) scans - hours long full scans on and offline and nothing is detected (at all - and certainly not relating to this).  I am administrator, this is a personal computer - I do NOT have access to these files, this cryptic S-1-15..... does.  That is just creepy.

    Hi,

    The S-1-15-3-1024-3635283841-2530182609-996808640-1887759898-3848208603-3313616867-983405619-2501854204 refers to an account that has been deleted or removed. This also appears if you have recently imported files from a previous PC to your computer that may have carried over a permission of a specific user.

    For us to isolate your concern, we would like to know the following details:

    1. Were you getting any error messages when using your PC?
    2. Was there any changes made on your device?

    I was having issues with adding an email account to my PC and discovered this S-1-15-3-1024-3635283841-2530182609-996808640-1887759898-3848208603-3313616867-983405619-2501854204 under one of the permissions that was there. I didn't transfer anything unless it was moving to Windows 10 so there isn't any "left overs" from anything from the past. Do I need to destroy it? Or is it something that is necessary? If it's not necessary, i hate clutter and i want it gone. Please advise.
