Try right clicking the .exe file & choosing to run as administrator. Please post back with the results.
You can also try turning off UAC - User Account Control.

I use a programme Time2Surveillance to monitor 2 indoor security cameras in my house. I have not used it since my holiday last year but when I have gone to check their operation I get the following message. Unable to execute file: c:\Program Files (86)\Time2 Surveillance Pro\Time2 Surveillance Pro.exe
Create process failed: code 740 The required operation requires elevation.
The program worked OK last year but there have been several windows updates since it was last used.
I am the only one using the computer and have full administer rights.
The program works fine on my android tablet.
