What makes this happen?

Once it starts, pressing OK on either window produces the other window, until re-boot

    Make sure to uninstall any 3rd party antivirus and try running the built-in Defender which is from Microsoft who knows how to protect their OS best.

    Also remember that Factory or Upgrade installs are inferior installs which most enthusiasts won't even run because they'd expect endless issues. Consider doing the Clean Install in this link which compiles the best possible install that will stay that way as long as you stick with the tools and methods given: http://answers.microsoft.com/en-us/windows/wiki...

    There is also an automated Refresh that reinstalls WIndows while shedding corrupting factory bloatware, saves your files, but doesn't clear the drive to get it cleanest: https://www.howtogeek.com/265054/how-to-easily-...

    That's a lot of work (hours) to fix a PC that has been working without error for some time (years).  Well, maybe sometime, if the frequency goes up.

    Luke, there are a lot of causes of the error. You can start by turning off all startup freeloaders from Step 4 of the Checklist at http://answers.microsoft.com/en-us/windows/wiki.... But it's worth completing all the steps to go over your install most thoroughly.

    You might get lucky but if not troubleshooting requires utmost thoroughness which is why I gave you everything possible to try. If you don't have time or interest in learning how this is done then I suggest taking it to a shop. But I was trying to save your minimum $150. You're welcome.

    Thanks for the advice - I've used the sfc and DISM before with good results in the past.  So far, this has happened twice, so it hasn't been much trouble yet.

    And, I do use defender, versus a third party, however malware bytes trial is running now, I put it on to get rid of the big firefox patch invitation to disaster.  Seemed to work.  But, as I haven't paid for it, I won't feel bad about uninstalling that.

    Give this a try.

    Press Windows key + R

    Type: msconfig

    Hit Enter

    Go to the services tab

    Check the box 'Hide all Microsoft services'

    Click Disable all for the remaining services.
