windows 10 keeps changing folder and program permissions to READ ONLY

I've gone through all my admin settings (it's my computer) and have given myself full permission.  Folders and programs keep resetting to "READ ONLY" no matter how many times I change it and hit APPLY.

I need to use the Adobe Creative Cloud, and whenever I try to access the program, I get an error message 

I'm nervous about shutting off Windows defender.  I keep getting a message from Windows Defender "Unauthorized changes blocked".  I was able to use the anything from Adobe CC and now can't.  What the heck!?

    • When did the issue start?
    • Did you notice any system setting changes prior to the issue?
    • What error message are you getting when launching an app?
    • Have you tried scanning your PC using Windows Defender?
    • What troubleshooting steps have you tried so far?
    • Have you installed the latest updates for Windows 10?
    • What is the Version and OS Build of your Windows 10 PC?

    Click the Start button, type About your PC, and then press Enter to find out the Version and OS Build of your Windows 10 PC.
