Cannot ping one local subnet address

Odd problem.  My computer and the computer I am trying to reach are on the same sub net.  Other computers can ping and connect to the remote system in question. Another computer in my office, connected to the same switch stack, can reach the remote computer.   I get "reply from 192.168.0.38:Destination host unreachable".  My computer IP is 192.168.0.38.  Path ping only shows my computer, the packet never tries to leave my computer. Hop 0 is my computer name, with the IP address 192.168.0.38, hop 1 is my computer name and the address 0.0.0.0  those are the only two hops.  I can ping the loop back, the system IP of 192.168.0.38, the default gateway, other systems on the same sub net and other sub nets.  I have cleared the ARP cache, made sure there was not an entry in the hosts file and flushed DNS and rebooted. I don't know what else to try, anyone have any ideas?

    Check the remote computer for firewalls and third-party network security software:  reboot the remote computer to "Safe Mode with Networking"
