win 10 explorer.exe - application error

Getting the error: 

Explorer.exe - Application Error 

The instruction at 0x00007FF9CADA4961 referenced memory at 0x0000000008370008.  The required data was not placed into memory because of an I/O error status of 0xc0000009c.

Click on OK to terminate the program.  

When I click on ok, it reloads explorer but it's repetitious.  I've restarted 5 times.  Shut down and restarted 5 times also.  Attempted repair and also recovery, but the message persists.  

I started my day by just starting my windows 10 laptop and got the boot device error.  I attempted to repair and was successful but now after I signed in, the error showed up.  I've been playing with it for about 3 hours now and no resolution.  The answers I find with answers.microsoft.com don't seem to reflect my issue.  Oh yeah it won't check disk, I can't get DISM to launch either.  Worst case comes to worst, I'm ok with rolling it back to windows 7, but I'm not sure if I'll be able to reinstall win 10 again without issues.  

Speaking of issues... why is Win 10 so problematic???  Between "No Boot Device found" which is a completely bs error that has caused me to lose a lot of data from completely reinstalling windows (of course microsoft has no data recovery tools knowing good and well that they have glitches due to forced updates"  Yes a forced update caused the NO BOOT DEVICE error because the error popped up immediately after the laptop restarted. It just kind of seems to me that while Win 10 is pretty and has some nifty features, but it's not as stable as win 7. 

Regardless, I'd appreciate an answer to the problem at hand and maybe some suggestions how to stabilize win 10 so it has fewer problems/ or stop forced updates. Thank you.
