visual studio diagnostic tool firewall problem

Question

Why Visual Studio 2015 diagnostic tool stuck when firewall is on, it stuck on "Starting Diagnostic Tools..." I have to stop windows firewall defender then start again, its the only way to get Diagnostic tool start properly, how to exclude/ add rule to firewall so a i dont have to turn of and on firewall again for the diagnostic tool working properly? Thanks

I think there are two possibilities.

The first is this may be a potential issue of Visual Studio 2015, please try to update and use the latest version of Visual Studio 2015, and if this issue still appears in the latest version of Visual Studio 2015, please report this issue to Visual Studio Product Team in Developer Community.

The second is this issue is caused by the firewall which may occupy or block the Visual Studio 2015’s diagnostic tool. Under this circumstance, this issue is related to firewall and needs to be checked by using tools like Network Monitor and Process Monitor. So I would suggest you open a case with Microsoft where more in-depth investigation can be done so that you would get a more satisfying explanation and solution to this issue. Also, in this way, they can have a clear picture about your issue and your environment by phone communication and live share session.
