Windows defender "Error loading type library /DLL"

please help me

Windows defender showing this all the time  "Error loading type library /DLL"

and 

I think windows defender is not able to scan virus correctly and whenever I turn on my laptop so, its always showing icon of internet explorer and I believe that icon of internet explorer is showing because of virus running in laptop and it is corrupted system of my laptop that's why Windows defender showing this all the time  "Error loading type library /DLL".

I request you to please help me as soon as possible because I don't want to format my laptop.

I wish that I could solve this issue without format my laptop.

please help me out

    Specifically please note the following excerpt  from his post:

    A fix for this issue was just posted here by Community Moderator bhringer (click on the down arrow to see all posts). You can take these simple steps to restore your access to the History tab in the old Windows Defender interface:

    Right-click on the desktop and select New > Shortcut.

    Then copy and paste this line for the “location”:

    "C:\Program Files\Windows Defender\MSASCui.exe"

    Now right-click on the shortcut and choose “Run as administrator”.

    You can also start a fully functional instance of the classic Windows Defender interface from the search box – just type “MSASCui.exe”, right-click on the entry for the app, and “Run as administrator”.

    You do not need to reformat your computer because of this error.

    But if you prefer to do so you can always install a third party antivirus program (doing so should disable Windows Defender) instead of using Windows Defender. 

    There are a number of viable free and paid options available – take your pick…
