Did you meet some error message for using SplashScreen? Did it not work on your HDPI device? Please give me a detailed step to reproduce your issue and analyze it.

When you're using the SplashScreen on a monitor where you set a scale greater than 100 %, the SplashScreen appears too small.

Issues like that are not surprising, and you might report to Microsoft with more details via https://github.com/dotnet/wpf/issues . They might fix WPF on .NET Core, but probably not on .NET Framework.
