RAW HDD cannot format

so, I got a western bue HDD off amazon a couple of months ago( I would approximate 9 months ago) and I ran into an issue (2/18/2018), this issue completely made my HDD inaccessible, windows say that its a RAW file system, I tried formatting the drive because I haven't really used the drive for sensitive data, and it denied me, it says that it cannot "format" the drive, I tried using CMD (as admin) to Chkdsk the drive and I couldn't run, saying CHKDSK cannot read a RAW file, I have used a third-party software to check the disk and possible partition it but it couldn't recognize the drive(the drive didn't display on the software), so I checked if it could be that my drive was inserted properly, so I went to disk management to see if the drive was online and it was it also says Healthy partition. I am out of options now and I don't know what to do. 

PLEASE HELP!

I ran into an issue (2/18/2018)

-> Are you writing from the future?

I went to disk management to see if the drive was online and it was it also says Healthy

-> I would use the "clean" subcommand of diskpart.exe - see here.

    The drive was probably part of a RAID array.
