Is a bot secret typically per-user or per-deployment?

When deploying a bot to MS Teams, is the bot secret typically set per-user (so every user's bot is assigned a different secret) or per-deployment (so all bots deployed as part of a group, e.g. within a specific company, use the same bot secret)?

Client secret is the password you create for your application during registration. It's unique to that resource.

Thanks,. although isn't the secret you create during application registration ("az ad app create ...") different from the secret that is created when you create a new Bot App in the Teams App Studio Manifest Editor?

I am talking about the Bot App secret created in the Manifest Editor.
