When deploying a bot to MS Teams, is the bot secret typically set per-user (so every user's bot is assigned a different secret) or per-deployment (so all bots deployed as part of a group, e.g. within a specific company, use the same bot secret)?

I am talking about the Bot App secret created in the Manifest Editor.
