Error code oxcoooooof

My Dell desktop has gone into recovery mode and is giving me this message:

Your PC needs to be repaired.  A required device isn't connected or can't be accessed.  Error code oxcoooooof

I have the Windows 8.1 recovery media and have tried automatic repair and restore, neither of which work.  I have also tried to rebuild the bcd, which has been suggested on a number of posts.  This also doesn't work.  This is the second time this has happened.  The first time I just reinstalled Windows 8.1 from my disk (which I could still do) but I would like to know what is causing the problem and get a permanent fix.  Any ideas?

    Hi James,

    The error message you're receiving seems to mean that your PC is having problems with a required device not present.

    Were there any parts of your PC that has been removed recently? How about changes made before your PC went into recovery mode?

    You've also mentioned that this happened for two times now, and even tried repairing it using the recovery media.

    We strongly suggest that you seek advice from your PC manufacturer to get an idea what might your PC be missing.

    You may share with us here how you will get to resolve this issue to help other who might be having the same concern as yours.
