Why would I block the upgrade? It wasn't allowed to happen. Am I missing any other Win 10 features if I shift to Bitlocker?

If scammers installed a syskey on your system, then what you should have done all along was back your data and perform a clean install.
Go to a working computer, download, create a bootable copy, then perform a clean install.

How important is it to upgrade to the 1709 Version? Can I skip it and still upgrade to the next Version when it comes out without fixing the Syskey problem. I was hacked 11/26/17 and had to pay ransomware to get into my computer. They gave me a key to get back in but stupidly I didn't save it. I think that would have allowed me to switch ot an Internal Syskey had I known it. Now I'm kind of sunk in terms of Version 1709 upgrade.
