My windows is acting up with Blue screens every now and then and all my recovery options failed (which is the norm anyways). I finally decided to try a clean install of Windows 10 using the refreshwindowstool.exe
I live in a remote part of India where internet is still in the 90s. I spent 12 hrs downloading 3GB worth of Windows 10 through tool and after verifying the update it gave me a message saying 'Setup failed to boot, please reboot your pc and try again later'. Boom! Gone!
Now I cant't find the setup file anywhere and I cannot possibly wait another 12hrs to just fail again. Its not patience, its principle that will stop me from doing it again.
So is there any way to recover the 3GB Windows 10 setup that is somewhere hidden in my computer to try again or should I just get a new laptop.

I don't think you understood my question correctly. The windows 10 refresh tool failed. It downloaded the required files and then failed to reinstall windows. Basically nothing changed.
So my question is, do I need to start over and run the refresh tool again and download windows 10 again???
Because I know the files are somewhere in my system because my Hard Drive is 3GB less then before.
I am not interested in retrieving old apps or updates or files. I already have windows 10. Its acting up so I just want to reinstall windows 10.

You will only be able to retrieve personal data from Window.old folder. You will not be able to restore apps and updates from Windows.old folder. Check this article that will help you to retrieve files from the Windows.old folder. Note that it also applies with Windows 10.
