Standby/CACHE RAM Limitation setting or program for Windows 10

I Need to figure out how to change a setting in windows to set a Maximum Standby Memory or Cached memory to a limit of my choosing. I know people already say Windows 10 requires more cached ram so the operating system is "Faster". But i don't want Windows hogging 4GB of RAM when it could be used for something else. I've looked at other posts about C++ being an option but i am not a programmer. Is there a good trustworthy freeware or Command line code i don't know about that can permanently change this setting?

    If you want a desktop answer NEVER mention coding or servers in post...nor non-MS solutions.

    If moderators see such keywords during a fast scan,

    You will be punted even if a built-in desktop app or command exists.

    Allows processing a post in 5-10 seconds with Boilerplate response. They just fill in the boot forum name (usually Server, TechNet or Developers).  busy busy busy.  According to past posts, most moderators have a regular paid duty and are expected to handle posts during lunch or breaks.  So you need a good brief question that has no hints that they can pass it on to other forums moderated by employees with more time. 

    If a non-MS solutions exists that falls within MS non-competitive criteria, let the moderators or others offer that solution when no good MS-solution exists. Don't go fishing. Again that could cause moderators to boot your question for directions violating company policy or perceived policy.
