    Its a SCAM.

Right Click the taskbar - task manager - Processes tab - find the program and End Process on it - you might need to do the same on the browser.

    Then restart the computer.

Please let us know the results and if you need further assistance.

Programs that claim to Fix your system often do more harm than good.

I just recommend CCleaner, a freeware that is more than enough for general housekeeping.

Borland Precompiled Library file from a third party software vendor.

The rtl120.bpl file is from Embarcadero Technologies and gets installed on your system from third party software packages such as:

    AVG (their PC Analyzer component)

    TuneUp Utilities

    Advanced System Care (ASC)

    IOBit Malware Fighter Pro

For example, if you have Advanced System Care installed and the rtl120.bpl file that gets installed with it comes up missing, the message may look like this:

So, if you have any of those utilities or similar programs installed, make sure they are removed from your system.

    Press Windows key + R

    Type: appwiz.cpl

    Hit Enter

    Look through the list.
