Sharepoint 2010 foundation to Sharepoint 2013 foundation question

I am planning a migration of
Sharepoint 2010 Foundation on prem to Sharepoint 2013 Foundation on prem.

Every resource suggests I should do the content database attach method by setting DB to read only and reattach it to the SP2013 Database.

Would the new site collection on 2013 for instance , have the same structure/permissions/content?

What if I have multiple Databases, do I detach and reattach all of them at the same time or should I do a specific one first?

Right now my 2010 farm is a single-site collection with less than 100gb on the content database.

Any advice would be appreciated.

    To answer your specific questions, all of the site configuration is held within the content databases so things will come over as-is. You should mount the database containing the root site collection first.
