Windows Hello - PIN Loop

Windows Hello used to work on my Laptop, but it somehow got disabled.

When I go to Settings>Accounts>Sign-in Options there is the option to setup Face Recognition.

When I choose that option, it turns on the IR camera and recognizes my face.

It then says that I must create a PIN in the dialog box, and gives me the option to do so.

When I select Setup Pin, a new dialog box appears stating that it needs to verify my identity, and to do so, I must enter a PIN.

I do not have a PIN, so how can I enter it here?

Since I do not have a PIN and tried all PINS that I would have used, I then click on the "I forgot my PIN" box."

It then I can reset my PIN by going to Settings >Accounts>Sign-in Options

I am already there!

I cancel  that out and go to "Add" under the PIN option. When I choose that a box appears stating that it needs to verify my identity, and to do so, I must enter a PIN.

I do not have a PIN, so how can I enter it here?

How do I get out of this loop and setup Windows Hello?

    Thank you for the information you have provided. Since you have created a PIN before, we are going to reset your Windows 10 PIN. Kindly follow the steps below:

    1. Open Settings > Accounts > Sign-in options
    2. Click on I forgot my PIN.
    3. You'll get a warning that you'll need to log in from scratch to access games, social networking, and more. Click on Continue.
    4. Enter your Microsoft account password and then set up the new PIN.

    Let us know if you have any other questions.

    When I click onI forgot my Pin it It then says that I can reset my PIN by going to Settings >Accounts>Sign-in Options. 

    I am already there. It won't allow me to reset.

    Hi,

    Note that before you can set up a Windows Hello, you will be asked to add a PIN. Can you verify how did you set up Windows Hello before it got disabled on your device? What changes have you made prior to the issue?

         I must have established a PIN initially. I have made no changes (aside from Windows updates) before and since it got disabled.
