I suspect it pertains to a recent update that was not installed correctly. Two things you can try, do a manual Windows update and make sure you have no pending updates to install.
Another person on this thread had issues also with logging on. That person used a PIN to log on which wasn't working. I don't use that sign on feature so I cannot help you on solving that issue. Two of my computer have no sign on so none of the updates have affected the sign on.
You could try a PIN reset which might resolve the issue. best of luck.
