Developer Mode Error Code 0x800f0908

I am trying to turn on Developer mode and keep getting Error Code 0x800f0908 with the following message:

Developer Mode is turned on. However, remote deployment and Windows Device Portal couldn't be installed so they're not available.  Error Code 0x800f0908

I need both of those services on this machine and I can't figure out how to get around this, or even what the error means.  Doing a search for this error produces some work-aroundsfor error 0x80004005, but I'm not getting that,  and the work arounds are not helping. 

doing a search for just 0x800f0908 brings some results to do with language packs, but I am not having any issues with language packs,  just a standard USA install with US English,  absolutly no language modifications from a standard US installation

Windows Updates are up to date as of 11/14/17 with no problems during updates.

Currently I have Widnows 10 x64 Version 1709 Build 16299.19

Any help is greatly appreciated

    Hi Zaap,

    I had the same problem with a different error code.

    I fixed it by first enabling "sideload apps" and then after that going back to "developer mode"
