Can't create output file

When I try to install a program (.exe) it runs winzip self-extractor which tries to create a file in C:\Users\user\AppData\Local\Temp

Then:

I read some articles and then I changed the .exe to .zip. Then I extracted the files and ran it. Then it allowed me to choose another file location where I want to create the file.

But the same problem uncured

    What is the name and version of the program?

    Is it designed for Windows 10?

    Hi Beck, it looks like the self-extracting zip is corrupted.

    Since you changed the output location and are still getting this error, this would be the most likely cause . . .

    the original file looks like this:

    I am not sure if the program was specifically designed for Windows 10, but I successfully installed it on my office PC. Therefore I suspect it's something to do with this (home) PC.
