How exactly did you get into the Command Prompt?
What command are you trying to run?

bootrec /fixmbr
bootrec /fixboot
bootrec /Scan0s

the first one ok second on gives me 'no access'

2018-03-09T22:05:56+00:00 You can launch a Command Prompt by booting your machine with a bootable Windows 10 Repair Flash Disk. Run RecoveryDrive.exe on any Windows 10 machine to create such a disk.
