I can get to the prompt but cannot use it as it says access denied.

How exactly did you get into the Command Prompt?

What command are you trying to run?

I am trying to run a repair MBR using four commands

    bootrec /fixmbr

    bootrec /fixboot

    bootrec /Scan0s

    bootrec /rebuildBcd

the  first one ok second on gives me 'no access'

You can launch a Command Prompt by booting your machine with a bootable Windows 10 Repair Flash Disk. Run RecoveryDrive.exe on any Windows 10 machine to create such a disk.
