Accidentally deleted a system process

Note: This occurred in October 2017.

So I was using Windows 10 and then accidentally deleted a system process and it caused my computer to shut down. When I started it up, I logged in and when I got in, all I saw was a black screen, a taskbar with nothing but the date, time, centre and Start button. If I put my mouse over the taskbar, it gives me a busy cursor, and nothing is functional. I can open ctrl alt delete but when I open task manager it takes ages to open. I've tried to reset my pc but it doesn't work, I've tried to use an iso but it didn't work and everytime I get a Lenovo checkup messages a lot.

Power on and off your computer three times

On the third time, your computer will boot into the Advanced Recovery environment

Click Advanced Options

Click Troubleshoot

Click Advanced Options

Click Startup Settings

Click Restart

Press (4) to Enable Safe Mode

Wait while Windows 10 starts in safe mode.

Log in

Try these first to see if they work:

Open Start, type: CMD

Right click CMD

Click Run as administrator

Type in at the prompt OR Copy and Paste these one at a time : (Hit enter after each)

Dism /Online /Cleanup-Image /CheckHealth

Dism /Online /Cleanup-Image /ScanHealth

Dism /Online /Cleanup-Image /RestoreHealth

Also run the System File Checker utility:

Open Start, type: CMD

Right click CMD

Click Run as administrator

At the Command Prompt, type: sfc/scannow

This will check for any integrity violations

Restart your system

    There is one problem with what you said; The Start menus are completely static - the only two things I can do in online operating system is use task manager or run a pc scan.

    But I could try the first option.
