Windows 10 registry difference

Hello,

I have four desktops and a laptop. The desktops have French as the GUI with the registry in English. The laptop is all English. 

I attempted to limit access to Settings and Control Panel on the desktops following these instructions:

1 - Windows key+R

2- type regedit

3- browse the following path

hkey_current_user\software\microsoft\windows\currentversion\policies\explorer

4- right click , select new, DWORD (32-bit) value

5- name the key NCP , enter

6- double click NCP and set the value from 0 to 1

7- click OK

**The problem I am having is on the French boxes the file path is 

*hkey_current_user\software\microsoft\windows\currentversion\policies*

On the English laptop the file path is 

hkey_current_user\software\microsoft\windows\currentversion\policies\explorer

**Because of this I am not able to limit the access mentioned above. Albeit I can complete the steps just without limiting access...nothing changes.

How can I have the desktop registry mirror the laptop? Or is there another way to limit the access on the desktops?

    If you have professional edition you can use group policies.

    Hello SarahKong,  I do not want the users accessing control panel or settings. I do not have the enterprise version of Win10.

    What are you trying to prevent the users from doing?

    I might be able to help with policies instead. Which are a way better solution for administration.
