Just to verify, are you using a wireless mouse? Are you still getting the same issue even if you use a different mouse?

So basically, it doesnt scroll by itself like a ghost but... when I scroll up or down it will REALLY often either just stop for like a second or scroll the opposite direction for a few seconds and back in the right direction and it's very annoying. I have tried many things from restarting to full disabling the mouse on windows and re-enabling. I play games and in some situations this is REALLY annoying. Help is appreciated! Thanks!
EDIT: If you need a video of what it does, tell me, also before this I had a problem with ghost scrolling, it scrolled down by itself but I fixed that.

Yes it is a wireless mouse, and I am using the other mouse right now and the problem persists, it is getting very annoying.
