update install for universal C runtime for windows 8.1

Question

I was installing Adobe photoshop earlier and in the middle of the installation, it stopped and notified that, 'windows updates required to install this app are not available on this computer. please install the required updates and try again.' I followed the site and I had the info that I was suppose to install an update which was Universal C Runtime. I was diverted to the Microsoft website and the updates were listed. I tried installing and the pop up window replied, 'The update is not applicable to your computer'. So what could be the problem if I'm using Window 8.1 OS?

You can update Universal C Runtime and other Windows Runtime by updating Windows 8.1 itself. To update Windows 8.1, kindly refer to this link. i have installed Epic Game Launcher and i have downloaded and installed Unreal-Engine 4.18.3 , so my Unreal-Engine fails to start and the error message on my screen says: The Program can`t start because api-win-crt-runtime-l1-1-0.dll is missing from your computer. try reinstalling the program to fix this problem. I am Using Windows 8.1 OS.
