I was able to update the application back in September before I updated to the latest version of windows with no problems. How can I fix the issue?

It is Servant Keeper 8.0.14 updating to 8.0.15. Yes, they have been contacted and Servant Keeper has no known compatibility issue with windows 10. It seems like my user's permissions or ownership of that folder have changed since the update.
I have not tried rolling back windows 10 yet. but I have been able to install updates as late as September prior to the release of the latest Windows 10 update. and people that do not have the latest version of Windows 10 are able to download and install the servant Keeper update with no problem. Also, there are people in my office that are running Windows 10 1703 15063.674. that are able to install the Servant Keeper 8.0.15 update with no problem.

Take Ownership to delete the file via File Explorer or adding a shortcut to the right click context menu to Take Ownership of any file (but don't use it on the entire C drive!):

If there is other evidence of account corruption, you can try creating another account to see if it works better: http://www.howtogeek.com/226540/how-to-create-a.... If so you can move your files over, test that all programs work from it and then delete the old account when ready.

You need to tell us the name and version of the program so we can either research or determine if there is a compatibility issue. Have you tried uninstalling the update to see if it resolves the problem to contact the developer of the app to find out if there any compatibility issues, updates or patches that might enable better support.
