Hi,
It's worth trying an Office repair:
In Windows, right-click on the Start button and choose Control Panel.
Select Programs, then Programs and Features.
Right-click on Microsoft Office 2016 and choose Change.
If there are 2 repair options, select Online Repair, then click on the Repair button. If there is only 1 repair option, select it and click on Continue.
Allow the process to complete, restart your computer, then see if PowerPoint will start normally.
If the issue still insists, I suggest that you could change a new installation package to see if there is a problem, perhaps the installation file is wrong.
