how do I reach the command prompt when windows will not boot for four days. My blue screen says preparing automatic repair

First of all, thank you for answering.
This computer is...Toshiba Windows 10
Satellite C55 B5299 computer.
This is what I have done so far.....

repair shop, and the guy said the hard
drive was shot, but only if I was willing
to spend "thousands of dollars" would
I be able to retrieve the data. At that
point, he "tipped " his hand, and told
me, in telling me that.....that retieval
was possible.
So, I then tried to "create" every type
of recovery disk I could get my hands on
but to no avail. Again, "everything you
read ...and view in Youtube", ya know?
I then removed the hard drive from the Toshiba
and tried to hook it up to another computer I
have and I'm not surprised that computers have
HD capacities , as in....a 500 GB hd won't fit in a
80 gig machine.
So, here I am...planning to buy an enclosure kit,
so I can take the laptop HD and attempt to recover
the data with this particular kit. I'd rather not spend
money at all, but when that guy said the HD was gone,
but it could be done for "thousands"...I'm gonna get this,
ya know?
If you know of anyone who also knows about this type
